2010-2011 District Deputy Director

     As I sit here in the middle of the Rockies in Banff/Canmore Alberta, looking at the beautiful mountains, along with the rainy weather I think of you back home and the State Convention that we just completed.
    
     The successes of the last year were demonstrated in the outcome of the success of State Deputy John Wallace, the State Officers, State Chairman, District Deputies, Grand Knights and most importantly the council outstanding showing over the last 10 and a half months. At this point in time to be able to say that you have achieved successes that haven’t been seen since back before I was appointed a District Deputy back in 1988. That being that we haven’t had a 100% of participation in the Audit, Fraternal Survey, Election of Officer Report 185, Council Chairman Report Form 365, Roundtable Report, New Council Development in over 20 plus years and who knows how long before that. Our audit program this year has been a tremendous success in that the cooperation between the DD, GK, DDD and councils worked hard to get this area up to 100%. We had two councils that hadn’t completed an audit in over 4 years and they are now back on board. However we still need to work on some areas on proper completion but we will get there this year. Report Form 185’s and 365’s completed in some of the fastest time ever with 100% by February time frame, outstanding. Fraternal Survey, Roundtable and New Council Development took really some hard push from not only myself but the District Deputies to get these areas completed but we did. We learned that by having the District Deputy go into a council, sit down and assist in these areas are part of the job of being a successful District Deputy.
    
     So this year we have a lot of expanded old areas with new ideas, i.e. summer meeting change in presentation, winter meeting agenda changes and concepts along with a revised regional program agenda that was geared toward more control in the presentation area. Under State Deputy John we are working for you to make these presentations more understandable in the message being presented, more communications between those presenting specific areas and hopefully we are giving you a more professional overview of the Knights of Columbus.
    
    However, everything being said we still have some areas that need to be worked on to being a complete 100% state of Washington. Exemplification Fund and Per Capita Payment are the two most grevious areas we need to deal with. The Per Capita Fund is a no question asked payment arena. Every Council charges dues for a reason and that is to meet their financial responsibilities. Those entrusted with the financial responsibility of the council are the trustees who if a council isn’t paying its per capita, should be asking the question Why? This should be long before the State Secretary even asks for the payment. No council should ever be exempted for non-payment to the state council, the same as no council can be exempted from paying its per capita to the Supreme Council. Trustees need to remember their oath of office in all aspects of serving the council. You do the audit not the Financial Secretary and Treasurer, you sign the audit report and if you aren’t present when the council is audited, you can’t sign the audit form.
    
     Next is the exemplification payment for all new members. Again you as a council collect a fee for exemplification of $10.00 or more, this is sufficient to pay the major degree. No council again here should be exempted no matter what the case. However, again this is a voluntary program as always has been and will be. Again we as Knights of Columbus take our oaths and obligations seriously, if you charge a new member a fee for exemplification fund and then don’t pay, who breaks their obligations to the Knights. The new member in all good faith pays his obligation and so should you the council. We are very much in arrears in this area. I, again ask each DD to contact the trustees of the councils and when you conduct the semi-annual review 944B, ask the tough questions like “I notice your council isn’t paying it exemplification fee, why not”? didn’t you collect for it from the new member.
    
     Lastly, 5 weeks or less to hit the magic number of 1000, are you up to it. Git r Done, is our new motto. Talk to your insurance agents and ask for their help. In this area, realistically, you have about 3 weeks to insure that it gets done as processing time may wind up hurting some. Then I know the cry will go out, why didn’t I make Star Council or Star District. The answer lies with you as District Deputy, Grand Knight and Brother Knight.
